The Chinese Stealth Armor in Fallout 76 was added alongside the Wastelanders update. You can get it by crafting it from the Chinese Stealth Armor plan, which is rewarded through the Invisible Ties quest. Alternatively, the plans can be purchased from Samuel in exchange for gold bullion.

For most players, the quest option is preferable. Invisible Ties is fairly straightforward: The quest is offered by the Settlers faction shortly after the Trade Secrets quest. There’s no special hook or runaround here; simply follow the quest line until you meet Jen back at Foundation. The only thing you should avoid is taking on Raider quest contracts before Invisible Ties is complete.
If you’re in good stead with the Settlers faction (that is, your faction status is at Neighborly or above), you can alternatively purchase Chinese Stealth Armor plans from Samuel. Regardless of which path you choose, the armor will offer partial invisibility through a special stealth camouflage system. It’s not just about that stealth camo, either; it also offers solid defense. A level 50 set of Chinese Stealth Armor also offers 1,000 Radiation resistance, meaning you can stroll through the Wasteland without fear of becoming irradiated.
