To get the bolt cutters in Alan Wake 2, you are going to have to progress in Saga’s story. You will eventually get them by going through her critical path. After getting through the first few scenes with in the nursing home and the Wellness Center, you will eventually use a overlap portal to transfer to the other side. This leads to a looping path where turning the lights on and off reveals new passages.

You will eventually get to a room after a flight of stairs with a light switch next to a giant greenish cabinet. Those are where the bolt cutters are, but you need to solve a puzzle to get them. Flip that switch (Switch 1) next to the cabinet to enter the next room.

That next room has another switch (Switch 2) in it. Flip it and then go search a gray filing cabinet against the wall. It has the tool cabinet keys in them.

Grab them and go back to Switch 1 and turn it off. This will reveal the cabinet with the bolt cutters in it. Get the bolt cutters, turn Switch 1 back on, and go back to Switch 2 to reveal the with the chain on it, which requires you to use the bolt cutters on it. Be prepared for an unexpected visitor, though.

The bolt cutters in Alan Wake 2 will open any of the yellow and black chain locks. Backtracking to old areas will open up new puzzles and collectibles.
