Animal Crossing New Horizons: Why is Kapp’n, Ordinances, Harv’s Island Shopping Plaza missing?

The latest Animal Crossing New Horizons update is here, but some users are reporting new features missing. Characters like Kapp’n, and locations like the Ordinances and Harv’s Island Shopping Plaza, are not appearing. If that’s the case on your island, fear not. We’re here to take a look at why Kapp’n, Ordinances, and Harv’s Island Shopping Plaza are missing in Animal Crossing New Horizons.

Why is Kapp’n, Ordinances, and Harv’s Island Shopping Plaza missing?

The simple answer is that a lot of new DLC components in Animal Crossing New Horizons are locked behind a level barrier. If you don’t have a minimum three-star island, they won’t appear in your game.

That’s especially the case for Ordinances and the Harv’s Island Shopping Plaza. Ordinances are modifiers that can change your islanders’ behavior patterns. For example, the Early Bird Ordinance makes your islanders wake up and open shops earlier. You can purchase these from the Resident Services building. However, the option won’t be available unless you have at least a three-star island.

The same is the case for the Harv’s Island Shopping Plaza. This is an upgrade to Harv’s Island, which you can access by visiting his island via Dodo Airlines. There’s now a range of new shops, with former islanders like Leif and Saharah running them. Once again, these will be missing unless you’ve got a three-star island.

Why is Kapp’n missing in Animal Crossing: New Horizons?

If you’re trying to meet Brewster in the new update, you’ll need to speak to Kapp’n, who will take you to his island. For some people, Kapp’n isn’t appearing at the docks. This can happen for several reasons, including not having a three-star island. On top of that, you need to have donated a sea creature to the island museum, and not have used Kapp’n’s services that day. He can only go on one journey per day, so if you’ve already used him, you’ll have to wait.
