It is not safe to buy or sell a Genshin Impact account. Transferring Genshin Impact accounts is strictly prohibited by miHoYo; the developer can and will terminate any Genshin Impact user profiles found to have been sold.
The Genshin Impact Terms of Service state:
“miHoYo reserves the right to take actions, including but not limited to terminate your Account immediately without any refund.”
