Sony will be supplying those who pre-order Gravity Rush at participating retailers (they recommend Amazon) with the Military DLC Pack, which features "two extra side missions, two new challenge missions, and a military-themed costume for Kat". I suppose that's her in the picture above.
The two extra missions are available to unlock after players complete Episode 17 of the main story. The first is a "Game Rules" side mission where players must defeat Nevi, at the end of which the above costume is unlocked for Kat. The second is called "Visionary courage" where Kat must decide whether she should follow her orders or save her friends.
The two challenge mission are also available, one after Episode 8 ("Factory Energy Gate Race 2") and another after Episode 11 ("Slide Race in Another Dimension").
