The idea here is that opening another internet-based application forces the system to go online outside of The Division 2 servers, at which point The Division 2 is able to reconnect successfully.

As such, it’s possible that the Bravo 09 error is related to a discrepancy between local game files and files on the game’s server. If that’s the case, it’s worth making sure your game is always kept up-to-date so that you may avoid Bravo 09 entirely.
