You cannot upgrade from your Control Standard Edition to Control Ultimate Edition for free. No matter how much DLC you’ve already paid for with the Standard Edition of Control, you will need to buy the Ultimate Edition of the game. They are treated as two separate games by 505 Games and Remedy Entertainment. You cannot upgrade either cheaply or for nothing to Control Ultimate Edition, whether you want to or not.

There is no next-gen upgrade for owners of the Standard Edition of Control, no matter if you own all the DLC or not.
