To turn on the fire hydrant in Resident Evil 3 remake, which in turn puts out the fire and allows Jill to get past, you must find the Fire Hose. This will require you to enter the Subway Control Room, which is in the western part of the Downtown map.

The yellow circle on the map below shows you the location of the Resident Evil 3 remake Fire Hose. It’s in a pretty painful spot, a fair distance away from the hydrant. Once you get the Fire Hose, you’ll want to make your way back, so remember the path you took.
To get to the fire hose, we’d recommend taking the stairs towards the Donut Shop, making your way through the store to the exit (assuming Nemesis doesn’t appear and cut you off), and then move north until you get to the Subway Control Room. You’ll need to navigate around a bunch of zombies en route to the fire hydrant, so ensure you aim for the head and try to avoid taking any unnecessary damage.
