Though the developers haven’t yet confirmed this, the zombies lagging in Resident Evil 3 remake are likely intentional, as having background animations running at a lower frame-rate is actually a common way to save on performance. It’s just that other games disguise this technique a little better.
Unfortunately for those looking to have smooth animations at all times, there isn’t yet a fix that the player can do.
