It’s like if the game wants to make it easy to kill as many Nazis as possible.

The Wolfenstein Youngblood ammo storage is dictated by your level and what perks you have. You can’t hold much ammo in the default state. In order to hold more ammo, you have to go into the Character screen and then the Muscle subsection

As you can see, there are three tiers of upgrades and they all cost two skill points. You can buy the first tier once you hit level 10. It let you hold 25% more ballistic ammo, which is for most of the weapons. The second tier opens up once you hit level 20. This lets you carry six grenades (up from three). The final tier opens up once you hit level 30 and doubles the magazine capacity of your special Kraftwerk weapons that you get from the Brothers.

There are also a few other perks that are related that both cost two skill points and open up for you when you hit level 20. The 6-point Blade Belt perk in the Muscle category lets you hold six throwables (instead of three). The Far Grabber perk in the Mind category increases your loot grabbing range by 50%, which means you’re less likely to skip over ammo.

You can also purchase Tempo brand upgrades for your weapons with collectible Silver Coins to get more ammo storage. To buy them, go to the Weapons tab in the upgrade screen and pick a weapon. Every gun will have three categories of upgrades within each part: Nadel, Tempo, and Stier. Nadel gives you more headshot damage, Tempo upgrades your maximum ammo capacity, and Nadel gives you more damage. These upgrades only apply to each weapon individually so you can pick and choose what guns you want more ammo with, what ones you want to do more damage with, and so on. Picking three Tempo parts for one weapon will even give you an added ammo capacity bonus for that specific gun.
