This depends on your playing style. The characters may be great for making a strong team from the start, but a weapon will improve any team you assemble later on. Keep in mind however that the best time to pull a weapon Gacha is when you’ve already pulled a 4-star character, mainly because there is a good chance you’ll also pull a 4-star weapon.
