You also need to ensure you are logged in with your primary account, the one with which you originally bought the Forsaken DLC, even if you game share with another account. Without that, it’s going to read as you also needing to purchase Forsaken, which you definitely don’t need to do.

Bungie itself has given a helping hand here. Click this link (via Bungie Help on Twitter) and log in with your main account to ensure that you’ll be able to download and buy the Annual Pass without any hassle. In fact, buying anything Destiny-related through the web and mobile stores seems to be your best bet right now.

That’s all because of a listing issue (see above for more detail) which gives you the same Annual Pass, but one that just so happens to be bundled with the Forsaken DLC. Weirdly, a search of “annua” and not “annual” appears to pop up with the correct listing; it’s the first of two product pages and-remember- it’s without the dash.
