Finish the RAW portion of Story mode.
Unlock "The Barber" and "The Hammer":

During any match, press Z + Right to make your partner attack the ref; Z + Up to have him attack the legal opponent; Z + Left to attack your opponent's partner; and Z + Down to do a Tag Move.
